France’s Senate on Tuesday approved a bill ratifying the OECD’s Crypto-Asset Reporting Framework, which lets tax authorities automatically exchange data on crypto users, according to the Senate’s bill text and a report by Cryptoast. The first-reading vote covers agreements signed in Asunción, Paraguay, in November 2024.

Under the framework, crypto platforms would report each user’s identity, tax residence and tax identification number, along with the number of transactions, quantities and total value, broken down by asset. That includes crypto-to-fiat conversions, crypto-to-crypto swaps and transfers. Exchanges between tax administrations would occur annually, phasing in from 2027.

National Assembly vote still required

The bill creates no new tax; it lets authorities share data they already collect. It still has to pass the National Assembly. Seventy-seven jurisdictions have committed to applying the framework.
