Ripple has secured final approval from the Office of the Comptroller of the Currency (OCC) to establish Ripple National Trust Bank (RNTB), expanding its federally supervised financial infrastructure for stablecoin reserves and institutional digital asset custody.

The approval follows the OCC’s conditional authorization in December 2025 and completes the bank’s organization process, according to Ripple’s announcement.

Under the approved business plan, RNTB will manage segregated reserves backing Ripple’s RLUSD stablecoin, serve as collateral trustee for token holders and provide fiduciary digital asset custody services.

RLUSD will continue to be issued by Standard Custody & Trust Company, Ripple’s New York Department of Financial Services regulated subsidiary.

The national trust charter adds federal OCC oversight to Ripple’s existing state regulatory framework, allowing the company to expand its institutional financial services within the US banking system.

“For years, we’ve said crypto and banks work better together. Final approval for Ripple National Trust Bank is what that looks like in practice,” said Ripple CEO Brad Garlinghouse.

Garlinghouse said the charter provides a stronger foundation for RLUSD and Ripple’s institutional products across payments, custody and capital markets.

Ripple National Trust Bank expands federal oversight of RLUSD reserves

The approval gives Ripple a federally supervised institution responsible for managing the segregated assets supporting RLUSD.

Under the arrangement, RNTB will act as collateral trustee for the benefit of RLUSD holders, while Standard Custody & Trust Company remains responsible for issuing the stablecoin.

The distinction allows Ripple to maintain its existing New York regulated issuance structure while adding federal supervision to reserve management.

According to the company’s announcement, RLUSD has reached a market capitalization of approximately $2.5 billion since launching in December 2024.

The stablecoin is backed by US dollar deposits, US government securities and other cash equivalents, with BNY serving as its primary reserve custodian.

Ripple also publishes monthly independent attestations covering RLUSD’s circulating supply and reserve assets.

The company has expanded the stablecoin’s institutional use cases through Ripple Payments and Ripple Prime, where RLUSD can be used for payments and collateral.

The national trust bank is intended to strengthen the regulatory framework supporting those activities as institutional demand for stablecoins grows.

Ripple expands institutional digital asset custody services

Beyond managing RLUSD reserves, Ripple National Trust Bank will be authorized to offer fiduciary digital asset custody services upon opening.

The approval provides Ripple with another federally supervised capability as businesses increasingly integrate cryptocurrencies and tokenized assets into their existing financial operations.

Unlike a traditional commercial bank, a national trust bank operates under a limited banking charter focused on authorized trust and fiduciary activities.

The charter does not automatically authorize Ripple to offer conventional deposit accounts, consumer lending or other services typically associated with full service commercial banks.

Ripple’s expansion comes as the company develops an integrated institutional platform spanning payments, stablecoins, custody, treasury management and prime brokerage.

The company has also been expanding its financial infrastructure through acquisitions and partnerships designed to connect traditional capital markets with blockchain networks.

The latest approval allows Ripple to bring additional custody and reserve management operations under federal supervision without replacing its existing state regulated businesses.

Ripple advances banking strategy as US stablecoin rules take shape

The approval comes as the United States implements the regulatory framework established by the GENIUS Act, which introduced federal requirements for payment stablecoin issuers.

Ripple was among several digital asset companies that received conditional national trust bank approvals from the OCC in December 2025, alongside firms including Circle, BitGo, Fidelity Digital Assets and Paxos.

The OCC said at the time that the applications had been evaluated under the same regulatory standards applied to other national trust bank proposals.

Ripple’s final approval advances its efforts to operate regulated digital asset infrastructure within the US financial system.

The company said it will continue working with the OCC, NYDFS and other regulators as RNTB begins operations and the new stablecoin regulatory framework takes effect.

The approval establishes the bank’s authorized activities, although Ripple has not specified when RNTB will begin offering its full range of custody services to institutional customers.
